Terms of Service — LUCA by Galaxy Wayco

Provider: Galaxy Wayco (GALAXY WAY COMPANY LLC)

1. Overview

LUCA ("Land-Use Consultant & Analyst") is a web-based AI tool built and operated by Galaxy Wayco (GALAXY WAY COMPANY LLC), a Los Angeles–based company.

By accessing or using LUCA, you agree to these Terms of Service. If you do not agree, do not use the service.

LUCA is a preliminary research tool only. All outputs are for informational purposes and must be independently verified with ZIMAS, LADBS, and a licensed planner before making any development, investment, or legal decision.

2. What LUCA Does

LUCA queries live public data sources and uses an AI language model to generate structured zoning and feasibility analysis for parcels within the City and County of Los Angeles. LUCA's analysis pipeline includes:

  • LA County Assessor parcel records (lot size, AIN/APN, address)

  • LA City Planning zoning and General Plan land-use layers (ArcGIS REST APIs)

  • Transit Oriented Communities (TOC) tier identification via ZIMAS

  • Community Plan Area (CPA) identification via ZIMAS

  • Supplemental Use District (SUD) overlay identification

  • AI-generated feasibility tables (By-Right, TOC, State Density Bonus, ED-1) generated by Claude (Anthropic)

LUCA's coverage is limited to the City and County of Los Angeles. Data accuracy depends on third-party public GIS services that may be delayed, incomplete, or temporarily unavailable.

3. Not Professional Advice

LUCA does not provide legal, architectural, or investment advice. Nothing generated by LUCA constitutes a formal entitlement opinion, architectural feasibility determination, or financial recommendation.

LUCA's AI-generated outputs are based on publicly available zoning data and general LAMC interpretations. They may not account for:

  • Specific plan area regulations, overlays, or CPIO requirements

  • Pending General Plan amendments or zoning changes

  • Environmental review, CEQA requirements, or historical designations

  • Site-specific conditions requiring licensed architectural or engineering review

  • Recent code amendments not yet reflected in public GIS data

Always verify zoning, overlay eligibility, and development potential directly with ZIMAS, LADBS, and a licensed land-use consultant or attorney before making decisions.

4. Subscriptions and Billing

LUCA is offered on a subscription basis at $4.99/month (LUCA Starter), billed monthly through Stripe. Your subscription includes up to 80 analyses per month, measured by parcel/address lookup queries.

Billing Terms:

  • Subscriptions auto-renew monthly from your original activation date

  • You may cancel at any time; cancellation takes effect at the end of the billing period

  • No refunds are issued for partial months or unused queries

  • Galaxy Wayco reserves the right to adjust pricing with 30 days' notice

  • Payments are processed and stored securely by Stripe — Galaxy Wayco does not store payment card data

Free Trials and Promo Codes: Galaxy Wayco may offer promotional codes or trial periods at its discretion. These are non-transferable and subject to additional terms at the time of issuance.

5. Account and Access

LUCA uses Supabase for account authentication. You are responsible for maintaining the security of your login credentials. You may not share your account with others or use LUCA to serve multiple end-users from a single subscription.

Galaxy Wayco reserves the right to suspend or terminate accounts that:

  • Exceed usage limits through automation or scripting

  • Attempt to reverse-engineer, scrape, or misuse the service

  • Violate these Terms or applicable law

6. Data and Privacy

LUCA collects minimal personal data necessary to operate the service:

  • Account data: Email address and subscription status (stored in Supabase)

  • Usage data: Query count per billing period (stored in Supabase)

  • Message content: Your queries are sent to Anthropic's Claude API for processing and are subject to Anthropic's Privacy Policy

  • Payment data: Managed entirely by Stripe, subject to Stripe's Privacy Policy

Galaxy Wayco does not sell your personal data. LUCA does not store conversation history beyond the current session. LUCA is hosted on Netlify; standard access logs may be retained per Netlify's data retention policies.

7. AI-Generated Content

LUCA's analysis responses are generated by Claude (Anthropic), an AI language model. AI-generated content can contain errors, omissions, or outdated information. Galaxy Wayco does not warrant the accuracy, completeness, or fitness for any particular purpose of any AI-generated output.

You acknowledge that:

  • AI responses are probabilistic and may vary between identical queries

  • LUCA cannot replace the judgment of a licensed planner, attorney, or architect

  • Use of LUCA outputs in professional reports or client deliverables is at your own risk

8. Intellectual Property

LUCA, its system prompt, interface design, and underlying logic are proprietary to Galaxy Wayco (GALAXY WAY COMPANY LLC). All rights reserved.

You retain ownership of the addresses and data you submit to LUCA. You are granted a limited, non-exclusive, non-transferable right to use LUCA's output for your own professional use during an active subscription period.

You may not resell, redistribute, sublicense, or create derivative products based on LUCA's interface or outputs without written permission from Galaxy Wayco.

9. Limitation of Liability

To the maximum extent permitted by applicable law, Galaxy Wayco (GALAXY WAY COMPANY LLC) and its members, officers, and affiliates shall not be liable for any indirect, incidental, special, consequential, or punitive damages arising from your use of LUCA, including but not limited to:

  • Reliance on incorrect zoning or feasibility data

  • Errors or omissions in AI-generated analysis

  • Temporary unavailability of third-party GIS data sources

  • Decisions made based on LUCA outputs without independent verification

Galaxy Wayco's total liability to you for any claim arising from use of LUCA shall not exceed the amount paid by you in the three months preceding the claim.

10. Modifications to Terms

Galaxy Wayco may update these Terms at any time. Continued use of LUCA after notice of updated Terms constitutes acceptance. Material changes will be communicated via email or in-app notice.

11. Governing Law

These Terms are governed by the laws of the State of California, without regard to conflict of law principles. Any disputes shall be resolved in the courts of Los Angeles County, California.
